TE2 needs a Systems Engineer with experience in defining governance for the development and deployment usage of standard metadata tags for mission data on systems deployed across the NSA Enterprise. Efforts are underway to standardize the mission level tagging extensions across the Enterprise by having systems converge on the common usage of BLOODYMARY micro formats. In order to ensure success, the need for a defined governance of the mission extensions has been identified.

This individual will need to evaluate the usage of the currently-defined micro formats and provide written documentation establishing a process for governing the usage and appropriate levels of conformance to standard formats for mission tagging extensions. Preliminary work has been performed on levels of compliance for the BLOODYMARY micro formats. The individual selected will need to interface with various groups, including Smart Data Leadership and the BLOODYMARY Team. Individual Capabilities Required:

Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 14 years or more of professional experience; or 12 years of professional experience with a related Masters degree. Considered an expert, authority in discipline. Define sound governance practices Establish configuration management processes for interfaces standards Communicate effectively both verbally and in writing Generate and manage XML Schema Documents (XSD) Produce desired results with minimal guidance and direct supervision Individual Capabilities Desired:

Individuals should possess flexibility and personality skills to work within a dynamic, high-visibility, multi-contractor environment, working with government and contractor personnel. Individual should possess demonstrated experience working with multiple stakeholders to reach mutual agreements on goals, objectives, program/domain capabilities, interfaces and milestones. Individual should quickly gain understanding of the goals of the customer organization and apply knowledge to implementation, planning and execution.
